First off, there are several HTC phones carried by AT&T, so it would help if you mentioned which one you own.   HTC phones do a good amount of data synching in the background, automatically, for the weather app, news, stocks, as well as auto synching Gmail and other email.   But I’m not sure if this would account for 700 Mb in 5 days.  You can try turning off the auto update on these items to see if it helps,  in Settings> Account & sync.

There are several note application on the Market. I like colornote too. Evernote seems interesting too. Recently I have heard of Total Agenda. It looked promising. Weatherbug is in the market. It won me over from The Weather Channel App. The text message and gtalk have a built in access to a smiley database. The emoticons translate between android phones, but I don’t know how well they display on other phone types. Zedge or Ringdroid are good option for the ringtone creation. You can also use HTC’s ringtone trimmer through the music app and create your own that way. Memo pad and tasks would be similar to the notes applications I listed earlier. The Total Agenda application might work for tasks option more. Docs to Go: There should be a QuickOffice on the phone. However it will only view. You can purchase the full version of QuickOffice or Documents to Go from the Market and get the editing features.

the weather app and location is free. However pressing 90% of the Apps in the menu will incur charges, including downloading a picture msg. I suggest calling your provider and slapping them a Disable my Data network.

Call provider, tell them to disable data access.   Once they do this, youll never be able to go online.   And no its not the weather app.

Yes, ‘Download Weather’ is checked.   I have G, E, & 3G where I live.  It was working fine until 2 days ago.   I just talked to a AT&T rep at the store where I purchased it.  I was told to bring it pack, & they would replace it.

HTC Freestyle – Lost Location & Weather

I have ‘lost’ My Location & Weather on the Home screen.  Where the city name should be displayed, the phone displays “My Location”.  I have tapped on the the words “My Location”, but it does not update.  Nothing shows for the weather.  I have disabled & enabled both features .  I have tried typing a city for for Time Zone.  I have turned off the phone & tried a soft reset.  However, nothing works.
