So cell phone manufacturers will typically submit to the FCC, since doing so approves the device for both US and Canada (while the reverse is not true). Cell phone websites do this a lot, headline an article saying “Phone X submitted to FCC with AT&T bands” to get you to read the story. But they have no way of knowing what carrier the phone is actually going to be released on. They are just guessing based on the 3G bands. But Canada Bell and Rogers uses the exact same 3G bands.
